This is a notice we are performing a major upgrade to our Cloud doubling the capacity. We will need to migrate some machines to another Hypervisor. Where 'Hot Migrate' fails we will need to shut machines down and quickly move them. Most servers should be unaffected. Some may have a short burst of downtime.
